Affirming the prestige and stature of a leading educational institution

The People’s Security Academy (PSA) - the first and top-notch training institution of the Vietnam People’s Public Security (VPPS) - was founded on June 25, 1946, as the Police Training School. Having evolved through tremendous stages with various names to meet historical mandates, the name “C500 School” remains a cherished symbol and a source of profound pride for generations of leaders, faculty, and students.

Being directly ruled under the Ministry of Public Security, up to present, the People’s Security Academy is a key national public higher education institution. Operating a multi-disciplinary model from undergraduate to postgraduate levels (Master’s and Doctorate), the Academy has established itself as a premier training center. PSA plays a pivotal role in providing high-quality personnel for the People’s Public Security and serves as a cornerstone in training thousands of elite officers for the Military Security Force, the Border Guard, and various Domestic Affairs agencies (Courts, Procuracies, Customs, Forest Protection, and the Coast Guard). These efforts have ensured security in strategic regions, fostering a peaceful environment for national construction and defense.

As a "cradle" of excellence, the Academy has trained generations of officers characterized by steadfast political mettle, professional expertise, and absolute loyalty to the Party, the Fatherland, and the People. Many alumni have ascended to paramount positions within the Party, State, and Public Security forces, including the General Secretary, State President, Prime Minister, Politburo members, Secretaries of the Party Central Committee, and Minister of Public Security. Numerous individuals have been honored with the rank of General, the title of Hero of the People’s Armed Forces, People’s Teacher, or Distinguished Teacher, along with the academic titles of Professor and Associate Professor.

A leading theoretical center of the Public Security sector

Throughout the revolutionary periods, the Academy has affirmed its position as the center for research, practical review, and the development of Vietnam Security Science. From early fragmented experiences, the Academy has standardized and systematized knowledge into a structured framework with high methodological and predictive value, making security theory the "lodestar" for national defense practices.

The Academy boasts a core contingent of scientists, including leading Professors, Associate Professors, and Doctors. This intellectual powerhouse has spearheaded hundreds of State and Ministerial-level research projects. Research focuses on critical issues: internal political security, economic security, cyber security, non-traditional security, and the protection of the Party’s ideological foundation amidst digital transformation. These scientific outputs serve as a vital argumentative system and strategic advisory for the Party, State, and Ministry of Public Security in formulating national security policies in the new era.

The elite training institution and Strategic human resources

Guided by the educational philosophy: Theory linked to Practice, School linked to the Battlefield,” the Academy annually assigns staffs, lecturers, and students to grassroots levels to hone their political courage and professional adaptability. Through mass mobilization and duties within the Reserve Combat Regiment, the Academy educates officers embracing both "political consciousness and professionality" - a "steel shield" protecting national security and social order.

Historically, this institution was the "great rear," training tens of thousands of officers for the B, C, and K battlefields, contributing directly to the liberation of the South and national reunification.

From National standards to International integration

As the inaugural training facility of the People’s Public Security, the Academy lays the foundation for the domestic training system while pioneering international cooperation. This collaboration effectively serves the foreign policy of the Party and State. International cooperation activities not only enhance training quality but also bear strategic significance in the reception and adaptation of global intellectual quintessence and elevating the stature of Vietnam’s security science on the world stage./.

Mission  

Provide education and professional development for high-quality human resources; pioneer in scientific research, innovation, and practical review, as well as the construction and development of security science theory; serve as the core for the development of the system of the People's Public Security forces' educational institutions; provide strategic counseling on national construction and development, national security protection, social order and safety maintenance, and the building of the People's Public Security forces.  

 

Vision  

Develop People's Security Academy into a national key higher education institution; become an advanced training center for security, information safety, cybersecurity, and high-tech crime prevention by 2030; be a leading center for scientific research and innovation within the People's Public Security, providing high-quality human resources and scientific outputs; become a prestigious, high-quality, multi-disciplinary, and dual-use higher education institution in the region and the world by 2045./.

The Police Training School (1946-1949) was established according to Decree No. 215/NV-P2, dated June 25, 1946, of the Ministry of Interior. Its headquarters were located at No. 15, Tran Binh Trong Street, Hanoi. Later, it moved to the provinces of Thai Nguyen, Vinh Phuc, Yen Bai, and Tuyen Quang. During the period 1946-1949, the Police Training School's mission was to train, educate, and cultivate police officers to meet the requirements of the struggle to protect and maintain the fledgling revolutionary government.
