People’s Security Academy promotes cooperation in foreign language training with U.S.Partners

On December 18, 2025, a delegation from the People’s Security Academy (PSA), led by Major General Dr. Nguyen Van Thiet, Vice President of the Academy, held a working session with the Director of the Regional English Language Office (RELO) under the U.S. Embassy in Vietnam. The session aimed to evaluate the results of cooperation between the two sides over the past years and define key focus areas for the future. 

The meeting was attended by representatives from the Bureau of International Narcotics and Law Enforcement Affairs (INL) under the U.S. Department of State and representatives from the Foreign Relations Department of the Ministry of Public Security of Vietnam.

During the working session, Major General Dr. Nguyen Van Thiet highly appreciated the practical and effective support provided by RELO and INL in the English language training and professional development for staff, lecturers, and students of the Ministry of Public Security. The Vice President emphasized that since 2018, the cooperation between the two sides has achieved several significant milestones, particularly the support of international experts in the assessment and standardization of the VSTEP exam bank according to the 6-level Foreign Language Proficiency Framework for Vietnam. This has been a key step in standardizing and improving the quality of language proficiency assessment at the Academy, meeting the requirements for a regular and elite Public Security force in the new era.

In the context of Vietnam actively implementing the project "Developing English as a Second Language in Schools for the 2025–2035 Period," the Vice President expressed his desire for RELO to continue partnering with the Academy as a bridge for expanded cooperation. Specifically, he sought support in training a faculty capable of teaching specialized subjects in English, developing digital learning resource systems, and applying Artificial Intelligence (AI) to support students' independent language learning. Furthermore, he proposed the development of specialized teaching materials tailored to the law enforcement operations of the Public Security force, alongside strengthening exchanges and experience-sharing with prestigious law enforcement training institutions worldwide.

Speaking at the session, Mr. David Fay, Director of RELO, and representatives from U.S. agencies expressed their impression of the results achieved by the PSA. They affirmed their commitment to continued partnership and support for the Academy in language training projects and high-quality human resource development.

The working session took place in an atmosphere of friendship, trust, and cooperation, contributing significantly to consolidating educational and training ties between the People’s Security Academy and its U.S. partners, aiming toward the goal of comprehensive international integration for the Public Security sector in the coming time./.
